Major Theodore K O Palmer is from the parish of St Andrew, Jamaica. He is the second of three children and was educated at Wolmer’s Boys’ School, where he actively participated in the Cadet Programme and Junior Achievement Jamaica.

Upon completing secondary education in 2000, he pursued tertiary studies at the University of Western Ontario in London, Canada, where he earned a Bachelor of Engineering Science in Computer Engineering. During this period, he obtained a Private Pilot Licence. In 2006, he relocated to Vero Beach, Florida, USA, where he further advanced his aviation qualifications, earning both his Commercial Pilot Licence and Certified Flight Instructor rating.

Major Palmer enlisted in the Jamaica Defence Force (JDF) on 23 February 2009. Shortly thereafter, in March 2009, he attended the Officer Candidate School at Fort Benning, Georgia, where he completed his commissioning training. He is a graduate of the Caribbean Military Aviation School and the Caribbean Institute of Professional Military Education.

He currently serves as Acting Staff Officer J4 (Finance and Logistics) at Headquarters Jamaica Defence Force. Over the course of his military career, he has held several key appointments, including Platoon Commander, Bravo Company, Second Battalion The Jamaica Regiment; Standards Officer and Qualified Flying Instructor at the Caribbean Military Aviation School; Staff Officer G3 (Operations) at the Maritime, Air and Cyber Command; Staff Officer G1 (Administration) at The Jamaica Regiment; and Company Commander, Fourth Battalion The Jamaica Regiment.

Major Palmer has demonstrated a strong commitment to professional and personal development through academic adavancement and public service. He holds a Master of Business Administration (Banking and Finance) from the Mona School of Business and Management and serves as a Justice of the Peace for the parish of St Andrew. He is guided by the personal philosophy: “Be good to people for no reason.”

He is married and is the father of two children. His interests include aviation, cricket, mountain biking, outdoor pursuits, and music.
