COMMANDER JUDY- ANN I NEIL

Commander (Cdr) Judy-Ann Neil currently holds the position of Commanding Officer, Directorate of Training and Doctrine.  Cdr Neil is a graduate of Wolmer’s Girls School, University of Technology and the University of the West Indies in 1997 and 2016 respectively.  In January 1998, she enlisted in the Jamaica Defence Force (JDF) and was selected to attend the Britannia Royal Naval College, UK in April of that same year.  She successfully completed the Royal Navy Young Officers’ Course at Dartmouth and then returned to Jamaica in 1999 where she was posted to the 1st District JDF Coast Guard (1st Dist JDF CG).

Cdr Neil has held several shore-based appointments at the JDF CG to include Fire and Security Officer, Marine Environmental Protection Officer, Administrative Officer, Training Officer, OIC Outstation Group, Operations Officer and Officer Commanding Shore Base.  She was also seconded to the Ministry of National Security in 2004 where she worked at the National Security Strategy Secretariat; she was then selected to attend the Caribbean Junior Command and Staff Course (CJCSC) that same year.

In 2008, she successfully completed her command at sea exam and was appointed CO HMJS SURREY.  From there on she had the distinct pleasure of commanding all three of the original County Class Offshore Patrol Vessels throughout her seagoing years at the JDF CG.  In 2010, she was attached to the Support and Services Battalion as the Second in Command (2I/C) Administrative Company and the following year she was selected to attend the senior staff course at the US Naval War College.  After completion she was appointed Deputy Inspector General (Boards and Investigations).

Cdr Neil has completed several training courses and seminars in the USA, Holland, China, Chile and Canada.  In November 2018, she graduated from the World Maritime University (WMU) in Sweden with an MSc in Maritime Affairs; she was the fifth President of the WMU Women’s Association and also a recipient of the WMU Kalmar Award for Leadership.  On her return to the JDF, she was appointed the A/SO1 J5/J6 in 2018 and the inaugural Force Gender Advisor in 2019.

Cdr Neil is married to Cdr Ainsley Neil and they have one daughter.  Her hobbies include sailing, reading and cycling.

For the past seventeen (17) years, she has been an active member of the Rotary Club of Kingston East and Port Royal, and she enjoys mentoring young people.
